On behalf of MCBS Board of Governance, welcome to the Modern College of Business and Science community.
The MCBS Board of Governance is responsible for our college’s governance, and as a result, this board is integral to governing how the college meets the challenges and opportunities that lie ahead. The board members are distinguished leaders from both the academic and industry, as well as civic leaders who are either elected, designated, or appointed.
The MCBS Board of Governance is focused on how this great college will play a role on our nation and contribute to the transformation that will shape the years ahead. The Board of Governance is responsible for carrying out the following duties and powers:
- Developing general policies for the institution to ensure quality education and support the achievement of its mission.
- Proposing the institution’s annual budget and submitting it to the Board of Directors/owners for approval.
- Selecting the deans and heads of scientific research centers.
- Establishing, merging, or dissolving departments and scientific research centers, and submitting these changes for Ministry approval.
- Reviewing recommendations from the Academic Council and making the necessary decisions.
- Approving tuition fees after obtaining the Ministry’s approval.
- Approval of student admission policies and conditions.
- Accepting donations, grants, and contributions for the institution with prior approval from the Ministry.
- Approving the institution’s final accounts and submitting them to the Board of Directors/owners for approval.
- Approving the internal regulations of the institution.
- Exercising any other powers granted to the Board of Governance under the institution’s internal regulations.
Based on a call from the Board Chair, the board meets at least three times per academic year

Since 2011, Dr. Al-Hinai has been a senior member of the IEEE. He also served as the Chairman of the IEEE - Oman Section from 2014 to 2018 and holds a Consultant grade from the Oman Society of Engineers. Furthermore, he served as a Member and Chairman of the Authority for Electricity Regulation, Oman, during the period 2011-2017.
Additionally, he was a presidium member of the Energy Regulators Regional Association (ERRA) from 2016 to 2017. Dr. Al-Hinai has received numerous awards, including SQU University Day recognition for research and international awards in 2013 and 2014, the Best Postgraduate Paper Award in the UAE in 2015 (Supervisor), recognition as one of the Pioneers in Engineering Practice in the Gulf in Bahrain in 2011, and the SQU Distinguished Researcher Award in 2020. He has secured a large number of internal and external research grants, notably from the Masdar Institute (MI), The Research Council (TRC) of Oman, His Majesty's Trust Fund (HMTF) for Strategic Research, British Petroleum (BP), Occidental Oman (OXY), Petroleum Development Oman (PDO), among others. His research interests span diverse areas related to energy, such as energy production, renewable energy resources, power systems, energy efficiency, energy management, and energy conversion.
He has been an invited speaker on various aspects of renewable energy at events in Oman, the UAE, and Switzerland. Dr. Al-Hinai has published over 120 journal papers and conference proceedings. He serves as: Editorial Board Chairman of 7 SQU journals, a member of the editorial board of the Arab Gulf Journal of Scientific Research, an Associate Editor of the International Journal of Renewable Energy Technology.

In 1996, Dr Muneer was the first to serve as MCBS’s Dean. In 1998, Dr. Muneer was assigned as a “Fellow” in the Center of International Studies, University of Missouri – St. Louis. As part of his Doctoral internship, Dr Muneer was trained in how to manage a Higher Education Institute in a Community College in Saint Charles, Missouri, USA.
Between, 2001 and 2006 he served his country as Undersecretary for Manpower. In 2007 to 2011 he was appointed as member of the State Council (Majlis A’Dawla). The Members of the State Council are appointed by a royal decree.
Dr Muneer was awarded “University of Missouri – St. Louis Distinguish Alumni Award” an International Distinction as the “Ideal/Best Graduate/Alumni” in September 2000, from University of Missouri St. Louis, USA from among 58,000 Alumni students, thus being the first International non-American student to be awarded such a distinction.
He holds a PhD Degree from the University of Missouri – St. Louis in USA, majoring in Labor Economics. He is a holder of Master of Arts – Political Science, University of Missouri – St. Louis; Master of Arts – Economics and a Master of Arts – Business Management, Webster College, St. Louis, Missouri U.S.A and a Bachelor of Science – Business Administration Fontbonne College, St. Louis, Missouri U.S.A

He attained a Ph.D. from University of Manchester, Institute of Science and Technology, UK, 1995; a M.Sc. (EE-Computer Controls) from Drexel University (United States) 1990; a B.Sc. (Multi-Disciplinary Engineering) from Widener University, 1986; and a B.Sc. (EE) (Widener University, 1986, with Honors).
Dr. Naamany has contributed to more than 60 Conference and Journal papers as well as patent. He is a member of IEEE Computer and Control Societies. He lectured on Computer Architecture, Computer Control, Computer Networks and Artificial Intelligence Applications. Professor Al-Naamany is also a recipient of a Fulbright Scholarship.

Eng. Mohammed has over 30 years of practical experience in the telecom sector, operational and regulatory. He was an active participant in the formation of Oman ICT Strategy in different capacities. Al Kindy has interests in environmental causes and community support

Dr Amur has over 23 years of academic experience. Dr. Al Yahmedi chaired the Quality Assurance and Accreditation Unit at the College of Engineering (SQU) and is an ABET Program Evaluator (ABET PEV).
Dr. Al Yahmedi research work focus is analyzing the dynamic of movement of various mechanical systems and how to control such systems to accomplish different tasks. Worked on different areas like, the Control of Two Manipulators Handling a Flexible Object, Behavior Based Navigation of Mobile Robots, Design of in-pipe inspection robots, Efficient Walking of a Simple Biped with a Torso and understanding human motion through simple realistic models.

Dr. Ahmed co-founded the Embedded & Interconnected Vision Systems Laboratory, a unique and one-of-its-kind in the region. He is a two-time recipient of the National Research Award in the ICT sector and has been recognized by Sultan Qaboos University with the “Best Teacher and Best Researcher Awards.”
Dr. Ahmed’s recent focus is on Artificial Intelligence, Embedded Vision Systems, and designing hardware accelerators to speed up the performance of such systems.

Dr. Moosa Al Kindi obtained his doctorate in Instructional Design from the University of Pittsburgh in 1995; a Master of Education in Instructional Design and Technology from Texas A&M University in 1989; a Bachelor of Electrical and Electronic Engineering from California State University – Sacramento in 1982. Dr. Al Kindi worked at Oman TV (Ministry of Information), then at Sultan Qaboos University. The last position he held at Sultan Qaboos University was the Assistant Deputy President for Humanities Colleges.
Before joining MCBS to serve as dean, Dr. Moosa served as the Director of Arab Open University – Oman from February 2007 to August 202. In this role, Dr Moosa, executed the procedures for establishing the Arab Open University Branch in Oman including completing the legal framework and preparing the official agreement between the Arab Gulf Development Fund and the Government of Oman represented by the Ministry of Higher Education, culminating in the commencement of the branch in March 2008.
At the country level, Dr. Moosa chaired several key committees including the Quality Assurance Committee. He also chaired tasks including supervision of the annual monitoring report as required by the Open University accreditation and chaired the process of preparing for major phases for the Oman Academic Accreditation Authority such as the Quality Audit and the Institutional Standards Assessment.
Before his Arab Open University deanship, Dr. Moosa was the Assistant Vice President for Humanities/Acting Vice President for Academic Affairs and Community Service at the Sultan Qaboos University. He also served as dean of educational services from 2002 to 2004. Between 2000 and 2002, Dr. Moosa was the Director of Educational Technology at Sultan Qaboos University.
Dr. Moosa Al Kindi taught several courses at the bachelor and master levels at United Arab Emirates University and Sultan Qaboos University. He also published several articles and presented several presentations and keynote addresses in the areas of multimedia applications and electronic and online learning.
